At Gen Con 2016 I had beers with Zzarchov Kowolski and he described his game Neoclassical Geek Revival as a "shenanigans generator." And Zzarchov's modules are definitely shenanigans generators. Just read 1000 Dead Babies. So that is the standard I set when I write rules or a scenario. "Is this generating shenanigans?" I think it's pretty much the most important thing you can ask yourself when writing game stuff.
I think I've attained a high degree of shenanigans in this Stay Frosty scenario I've written. We'll find out tomorrow.
