One map, many scales.
Map divided into zones. Zone at the bottom (or east or west or whatever) has a small scale, like 1mi. per hex. Next zone is 6mi. per hex. Then 30mi. per hex. The farthest one is 60mi. per hex. Like a Mercator projection where the farther away from the equator you get the scale increases. If someone asks how a hex in one zone relates to an adjacent hex that is in another zone, answer, “who the fuck cares?”
