It is good. Even if you just use it as inspiration for other systems. But the Palladium system works fine at the street hero level. It's when you bring in vehicles and Rifts style mega-damage that it gets stupid.
And the Bio-E mutation system is one of the most fun character creation systems ever.

That was the day 13th Age was announced, and they're happy to play 13th Age instead. That will be my "Great Center" campaign, based in the imperial capital of Axis, the center of the world.
